The California Alternate Rates for Energy (CARE) Program provides income-qualified households with significant savings on their utility bills. Eligible customers can receive a 30 – 35% reduction on their electric bill and a 20% discount on their natural gas bill. Under the Public Utilities Code, electric utilities serving 100,000 or more customer accounts in California are required to discount.
